A lot of people on the other site seem not to understand this: the forum has always allowed casual off-topic posting. Some people aren’t familiar with the rules, so there’s really no harm in making a post just to chat a bit. Yet so many people go and report them. That’s not good. Just give them a reminder and let the poster delete it themselves, wouldn’t that be better?
Exactly, posting casually a couple of times is no big deal. Isn’t the forum just for fun anyway? It’s not like it’s anything too extreme.
Just look at Qin Shi Huang next door—that’s even worse.

It doesn’t have much to do with Qin Shi Huang. With so many posts, there’s no way to manage all of them. The rules state this as well. As long as the problems aren’t serious, there’s no need for other people to report them. The main issue is with that group of people who just love to report.
There are also quite a lot of people who @ the admins, haha.
