What Happened: −17% Behind a “+25%”
On August 29, Anthropic’s official developer account, ClaudeDevs, posted: “Starting September 14, we will permanently increase Claude Code’s weekly standard allowance by 25%, for Pro, Max, Team, and seat-based Enterprise; until then, the current 50% increase will remain in effect.”
The issue lies in the phrase “current 50% increase.” Since May, Anthropic had been giving Claude Code a temporary 50% bonus to its weekly allowance and extended it twice; that bonus ended at 11:59 p.m. Pacific Time on September 13. Users quickly did the math, after which Anthropic issued a follow-up clarification: “Compared with today, this amounts to a 17% reduction in Claude Code’s weekly allowance.” It also announced upcoming changes intended to “make you feel like you’re getting more from Claude, while giving you greater visibility and control over usage.”
| Official standard allowance | May – September 13 (temporary +50%) | From September 14 (permanent +25%) | |
|---|---|---|---|
| Weekly allowance (standard = 100) | 100 | 150 | 125 |
| Compared with the previous period | — | — | −17% |
| Compared with standard | — | +50% | +25% |
Two points need to be made clear. First, this is not a price increase: Pro remains $20, and Max remains $100 / $200. Second, this does not mean “Claude has gotten worse”; it means a summer promotion has ended, leaving only half of the bonus behind. For heavy users who had grown accustomed to 150 throughout the summer, hitting the limit will become noticeably more common after September 14—this article is for them.
How the Allowance Works: One Pool, Two Windows, Five Factors
- One pool. The official help center states: “Your usage across all Claude product interfaces (claude.ai, Claude Code, and Claude Desktop) counts toward the same allowance.” The same applies when you use Claude Code in an IDE.
- Two windows. There is a five-hour session allowance and a weekly allowance. Settings → Usage shows the progress and reset time for each;
/usagein Claude Code displays the same data. This adjustment affects the weekly allowance. - Five factors. The factors officially listed as affecting usage are conversation length and complexity, features used, selected model, Effort level, and attachments and tool calls. So the allowance is not a fixed number of messages; the same allowance can go several times further or less far depending on how you use it.
Three Ways Out After Hitting the Limit
The help center puts it this way: “If you hit your usage limit, you’ll need to wait for the reset, upgrade your plan, or purchase usage credits.” The three options have very different costs:
| Option | Cost | Best for |
|---|---|---|
| Wait for the reset | Time | People who only occasionally hit the limit and whose tasks aren’t urgent |
| usage credits | At standard API rates (Opus 5: $5 / $25; Sonnet 5: $2 / $10 per million tokens), enabled in Settings → Usage with a monthly cap | People who only need a few extra sessions per month and don’t want to upgrade; also the only way to use Fable 5.1 on Pro |
| Upgrade | Pro ¥238 → Max 5x ¥980 → Max 20x ¥1,990 | People who hit the limit three or more times every week |
Three Free Things to Try Before Upgrading
- Check the behavior indicators in
/usage. On Pro / Max, Claude Code’s/usagemarks behaviors responsible for more than 10% of your recent usage (such as long contexts and cache misses), with a suggestion for reducing usage attached to each. For many people, a single runaway long-running session is consuming their allowance. - Don’t let the cache expire. Under a subscription, the cache remains valid for one hour. The first message after an interruption longer than an hour reprocesses the entire context. For long-running tasks, use
/compactbefore getting started. - Use Sonnet 5 for everyday work and switch to Opus 5 for difficult problems. Model selection is one of the five factors, and Opus also has a separate line item in the weekly allowance.
After doing these three things, use the service continuously for a week and count how many times you’re rate-limited. That number should determine whether you upgrade.
When You Should Upgrade to Max
| Times rate-limited in a week after September 14 | Recommendation |
|---|---|
| 0–2 times | Stay on Pro and adjust your usage according to the three suggestions above |
| More than 3 times | Upgrade to Max 5x (¥980): five times Pro’s allowance, and cheaper than Pro per unit of allowance |
| Max 5x still bottoms out every day, or you want to use Fable 5.1 as a regular model | Upgrade to Max 20x (¥1,990): 20 times the allowance; Fable 5.1 can account for up to 50% of the weekly allowance |
One easily overlooked point: the multiplier change is the same across all three tiers—standard +25%—so the 5x / 20x relationship between Pro and Max remains unchanged. If Pro was just enough for you during the summer when the allowance was 150, you will probably start hitting the limit after it drops to 125. That is exactly the group the “three times a week” rule is designed to identify.
