Help me create a Google Chrome extension similar to the hover-to-translate feature of Silent Translate,

  1. It can be embedded within any website, not in a sidebar style
  2. After selecting content on the page, a “Question” mark appears below. Clicking the “Question” will pop up a悬浮框将选中的内容发给AI，并显示提问的问题和AI的回答 floating box to send the selected content to AI, displaying the question and AI’s response
  3. Clicking anywhere outside the floating box will make it disappear
  4. The plugin supports custom API and SK configuration, using OpenAI format
  5. It functions like a study assistant, allowing you to hover and ask questions whenever you don’t understand something. No other unnecessary features are included
