What is this for? Usage scenarios?

I tried http://ccn.ct.ws/ and the upload speed was quite good, taking around 6 to 7 minutes. However, the download speed was terrible; they claimed it would take 10 hours to download a 6xx MB file. This URL is almost unusable for large files.
