The CDN works well domestically in China. However, this CDN doesn’t work abroad. I can use CF abroad, so should I use this one domestically?

Such deep questions, a bit hard to help with. Unless you build your own DNS.
But I think Tencent’s Edge in China might be able to achieve this, as it seems to use China’s CDN for domestic traffic and overseas CDN for international traffic, but it still needs verification.

This seems to require DNS support.

Use a DNS supporting GEO for domestic and international traffic diversion, just like the community used EO for domestic and CF for international previously
I use Huawei Cloud International for traffic diversion in some of my projects, using EO for domestic and CF for international.
