How do I set up a website with this domain name? I’m a beginner and want to host it on CF, but the dashboard doesn’t support modifying DNS.

You can use DNS except Cloudflare’s, but Cloudflare currently does not allow hosting. If you are not allowed to modify, it might be because your domain is still under review.
